How to File a Complaint or Claim Against a Bank in Oman

Fees you never agreed, interest calculated wrongly, a card transaction you did not make, a finance company claiming more than is due, or a bank suing you on figures you dispute: in each case the answer is to follow the right route. This article explains how to bring a complaint or claim against a bank or finance company in Oman, from the bank itself to the Central Bank and the courts.

The legal framework

Banking is governed by the Banking Law issued by Royal Decree 2/2025, which replaced the previous law and strengthened customer protection. The Central Bank of Oman supervises licensed banks, finance and leasing companies and exchange companies, and its financial consumer protection framework requires them to resolve complaints promptly and fairly.

Step 1: Review the contract and statements

Gather the finance or card agreement, repayment schedule, statements and correspondence, and pinpoint exactly what is disputed.

Step 2: Complain in writing to the bank or finance company

Use the official channels and keep the reference number and a copy. The Central Bank requires proof that you contacted or complained to the institution first.

Step 3: Complain to the Central Bank of Oman

If the issue is not resolved, you can complain to the Central Bank against banks, finance companies or exchange companies under its supervision, with a complaint letter, identification and supporting documents including proof of your earlier complaint. Many disputes are resolved at this stage.

Step 4: Go to court

If needed, file a claim before the competent court; because banks and finance companies carry on commercial business, many such disputes may fall to the Court of Investment and Commerce. If a bank sues you, do not ignore it: check the calculation, the contract terms, the guarantee and any limitation defence, and consider negotiating a settlement.

Disputes with brokers and asset managers are governed by the Securities Law issued by Royal Decree 46/2022 and supervised by the Financial Services Authority.
